For most Magento optimizations, yes. Varnish configuration, Redis setup, PHP tuning, MySQL optimization, and Magento CLI commands require server access. We can work with your DevOps team if direct SSH is not possible, or we can use a staging environment first. All changes are documented and can be rolled back.
